Kampala, April 2026 — In a powerful and timely response to the horrifying machete attack that claimed the lives of four innocent toddlers at a Kampala nursery school, fiery youth advocate and CEO Nyanzi Martin Luther has released a radical draft bill demanding that punishment must exactly match the horror of the crime.


Titled the Proportional Justice Bill, 2026, the document calls for a strict “eye-for-an-eye” style of justice, where the penalty directly mirrors the harm inflicted on victims — especially in brutal cases involving the loss of innocent young lives.


The Heartbreaking Details of the Ggaba Attack


On April 2, 2026, tragedy struck at the Ggaba Early Childhood Development Program school in Makindye Division. A 39-year-old suspect, identified as Okello Christopher Onyum, gained entry by posing as a concerned parent. Once inside, he launched a frenzied attack using machetes and knives on children playing in the compound.


The victims, all toddlers aged between one and three years, were:

Eteku Gideon (2 years)

Ryan Odeke (2 years)

Ignatius Sserwange (3 years)

Kaise Alungat (approximately 2–3 years old)


Three boys and one girl were brutally stabbed and hacked to death. The suspect was overpowered by an angry crowd and handed over to police. The entire nation remains in deep shock and mourning over the senseless killings.


Not the First Time: A Grim Pattern of Child Killings


The Ggaba massacre adds to a disturbing series of child murders that have shaken Uganda in recent years. The country has witnessed repeated horrific cases — including ritualistic killings where body parts were harvested, deadly domestic violence, and brutal assaults.


High-profile tragedies, such as the ritual murder linked to the Kato Kajubi case, have left families devastated and activists repeatedly complaining about lenient sentences, court delays, and a justice system that often fails to deliver true accountability.


Nyanzi Martin Luther, known for his strong stance on these issues, says the time for change has come. “We cannot keep burying our babies while the system treats their killers with kid gloves,” he declared. “Justice must finally hurt the way the crime hurts the victims.”


What the Draft Bill Proposes

Prepared with his legal team in professional parliamentary format, the Proportional Justice Bill, 2026 introduces major reforms:


Strict Proportionality — Punishment must directly mirror the harm caused to victims.

Four-Tier Offence System — Minor, Intermediate, Grave, and Capital categories, with courts required to follow clear and strict sentencing guidelines.

Maximum Penalties for Loss of Life — Tough measures especially for crimes like the Ggaba attack.

Victims First — Mandatory compensation proportional to the suffering, plus plans for a national Victim Compensation Fund.

Built-in Safeguards — The bill respects constitutional rights, fair hearings, due process, and the right to appeal. Still Open for Public Input


This remains a draft bill prepared for public discussion. It has not yet been formally tabled in Parliament.

Nyanzi Martin Luther and his team have released the document early, inviting all Ugandans — lawyers, civil society, religious leaders, parents, and citizens — to read it, criticise it, and offer suggestions for improvement before any formal steps are taken.


With public anger still running high over the Ggaba killings and past tragedies, the bill is already generating intense debate across the country.


What Happens Next?


If the proposal gains sufficient support, it will require sponsorship by a Member of Parliament to be officially introduced in the House. Until then, it serves as a strong call for meaningful reform to better protect Uganda’s children and restore faith in the justice system.
