Nyanzi Martin Luther, aka “Conqueror of the Legislature,” Demands Constitutional Review



KAMPALA — Political activist Nyanzi Martin Luther, popularly known as the “Conqueror of the Legislature,” has called for sweeping constitutional reforms, targeting the structure of representation in Uganda’s Parliament.

Addressing supporters during a public engagement, Nyanzi argued that the position of District Woman Member of Parliament should either be abolished or complemented with a District Male MP seat to ensure what he described as balanced gender representation.

Uganda’s constitutional framework provides for a Woman MP in every district under affirmative action provisions aimed at increasing women’s participation in governance. The arrangement has been credited with boosting female representation in Parliament over the years.

However, Nyanzi insists the system requires review.

“If we are serious about equality, then fairness must apply across the board,” he said. “We cannot maintain a district seat for one gender without considering equivalent representation for the other.”

His remarks have triggered mixed reactions among political commentators and civil society actors. Proponents of affirmative action argue that the District Woman MP position remains essential in protecting hard-won gains for women in leadership. Others suggest it may be time for a national dialogue to reassess whether the model still reflects the country’s current realities.

Legal experts note that amending constitutional provisions would require parliamentary approval and, in certain instances, broader public consultation.

Nyanzi indicated that his proposal forms part of a wider agenda to reform governance structures and redefine representation in the legislature. As debate gathers momentum, the issue is expected to spark further discussion both within Parliament and across the country.
